Enhancing the Quality of Teaching and Learning Through ICT
1.1.This project is called “Enhancing the Quality of Teaching and Learning Through ICT”
1.2.Moi Girls’ High School – Eldoret is a public school that offers the secondary school cycle of the 8-4-4 system of education. It is an old school that was founded in 1928 as a school for European girls; daughters of the white settlers of East Africa. It is categorized as a National school which means that it is one of the 20 girls’ schools which admit the top performing students from all over the country on merit. The school admits about 300 students annually for a four year education programme. It has consistently posted excellent results in national examinations, repeatedly ranking among the top ten schools overall in the country.
1.3.The school has managed to maintain a high level of performance despite emerging challenges as government funding has decreased over time. Parents have worked with commitment to support various relevant and priority programmes and this has enabled the school to perform as one of the top twenty schools in the country. In the school strategic plan of 2007 – 2012, it was identified that the use of ICT would enable the school programmes to realize better output. However, the initial capital necessary for developing the ICT infrastructure is beyond the reach of the school budget raised from the parents’ contributions.
1.4.This project is intended to benefit our students directly and indirectly. Given our location and status, it will also benefit quite a number of other schools which have always looked up to us. Any developments we have made have been an inspiration to them, and our model of success has been replicated in many other schools around us and far beyond.
1.5.The objectives of the project include;
1.5.1.Implementing a computer literacy programme for all students.
1.5.2.Improving the teaching and learning process in the existing Computer Studies class.
1.5.3.Implementing teaching and learning methods that incorporate use of computers and other ICT media.
1.5.4.Improve the information management system in the school to enhance efficiency and effectiveness in management.
1.6.The project will be implemented in five phases.
1.6.1.Phase I will involve converting a room into a computer laboratory and equipping it with 40 computers, a server and a projector. This room will be used to offer the computer literacy classes to all the students through a scheduled programme over a 1 year period. The lessons will be offered by members of the teaching staff who are computer literate.
1.6.2.Phase II will involve converting a room into a computer laboratory and equipping it with 40 computers, a server and an LCD projector. This room will be used to offer the Computer Studies subject to students who opt to take it in preparation for the Kenya National Examinations. The lessons will be offered by members of the teaching staff who are trained to teach the subject.
1.6.3.Phase III will involve equipping each of the 18 classrooms with 2 computers and an LCD projector. This will facilitate teaching and learning process that uses the computers which includes projection of teaching notes by the teacher and the circulation of assignments through intranet.
1.6.4.Phase IV will involve connecting the school with appropriate broad band internet connection. This will facilitate accessibility to teaching and learning resource materials through internet connectivity.
1.6.5.Phase V will involve acquiring 20 computers and assigning to various management offices which will then be networked. Then acquiring a comprehensive school management system and installing to operate the management processes
1.7.The implementation will improve academic performance of individual students and the overall efficiency of the school management.
1.8.The school is seeking partners who would be willing to finance;
1.8.1.The modification of two rooms into computer laboratories.
1.8.2.The purchase of 100 computers and accessories
1.8.3.The purchase of 20 projectors.
1.8.4.The purchase of 1 server
1.8.5.The acquisition of broad band internet connectivity
1.8.6.The purchase of a school management software
2.1.The school stake holders carried out a “SWOT” analysis of the school and it was established that among other things the school was way behind schedule on joining the technology age. Although we were enabling our students to excel in academic performance we were not effectively equipping them with ICT skills that would enable them fit into the world of technology.
2.2.As a leader in our field we feel obliged to set standards that are worth emulating by others of our category.
2.3.The school vision is “To be a centre of all round excellence and a first choice school for girls” will be best realized by enhancing our management capacity through ICT.
2.4.The school is endowed with a number of physical facilities that would be utilized to implement this project. This would put this facilities to more effective use.
2.5.Many of the members of the teaching staff are computer literate and providing literacy skills to students would be at no cost to the school.
2.6.The school location is such that internet connectivity would be possible at a fairly low cost.
2.7.Electricity is readily available from the national grid system and a stand-by generator is connected to the school electrical system.
2.8.The school budget that is funded by the school fees paid by parents of the students in the school can be planned to fund the recurrent expenditure of the ICT infrastructure.
3.1.The project is aimed at enabling students from Moi Girls’ High School – Eldoret to enter into university with skills that will enhance their capacity to utilize ICT skills to carry out research and serve in their communities.
3.2.The project is aimed at establishing a centre of excellence.
3.2.1.Being a National school in a rural setting, it will benefit other schools which cannot afford such facilities.
3.2.2.Being a pioneer in implementing a comprehensive ICT project for schools other schools can benefit from benchmarking.
3.2.3.The staff who will be involved in implementing the project will be available to offer consultancy or manage other schools.
4.1.The project will be managed by the School’s Board of Governors. Representatives of the Parents and Teachers Association are members.
4.2.The school has embarked on a Computer literacy programme for its staff in anticipation of the launch of the project. This is being carried out by peer teaching.
4.3.The school has facilitated internet connectivity on limited band width to acquaint the staff on use of internet resources for research and reference material.
4.4.The government has posted a trained teacher to handle the teaching of computer studies subject.
4.5.The school has identified the rooms that would be used for the implementation of computer learning among students.
4.6.The school has artisans who would be used to modify the rooms to be computer labs. Consultants in various fields will be identified and engaged to give the technical support. This will reduce the cost of implementation of the project.
4.7.The school’s tendering committee will be charged with the responsibility of coordinating the purchases of all requirements and hiring of any technical assistance. This will ensure that the school benefits from the advantages of open bidding.
4.8.The school will engage qualified technicians to carry out the installation of the ICT infrastructure. It is our intention that the implementation will not be hampered by technical hitches so that students get the best value for the project
4.9.The school will engage qualified technicians to carry out the maintenance of the ICT infrastructure. This will initially be part time and when it becomes economically viable, on full-time.
